The problem started with damming and settling too many people on agricultural land. Put too many rats in the same cage with a finite amount of resources, and you got problems.


I'm not a fan all the unchecked development but agriculture uses quadruple the amount of water that an urban area uses.This data is kinda dated but I don't think recent trends were much differrent.  If all that developed land was converted back to agricultural land we'd really be screwed as the water demands would skyrocket.

So If the leak in the aqua-duct Here out by Taft, is due to age. Then how much of the aqua-duct  Is ready to fail. Maybe these shut downs could be a routine thing and good for both sides of the issue.
