Typically, if a spot is doable for shorediving, then is typically protected enough for kayakers. Thought I'd post the above link.
Of these spots, I've been to:
#7 Gerstle Cove
#8 Stillwater Beach (Sonoma Co)
#9/#10 Fort Ross
#19 Stillwater Cove (Carmel) <-Haven't been there yet, but have heard good things.
Here's another page on Stillwater

South to north...
Moss landing
Davenport
Bean hollow beach
Pescadero Beach
Half-moon bay
Muir beach
Bolinas
Bodega Bay
Stillwater cove just north of fort ross
Used to be you could park at bean hollow in the early AM, but now it's gated until 8 or 9, but there are about 4 pullout parking spots within 100 yards. You want the south bean hollow lot, not the north one.
Pescadero (north of bean hollow) has a huge rock just a bit offshore with beach on either side, the launch/landing on one side or the other is always relatively safe. Many boulders in the water here to navigate on the way in/out.
Next year I'm going to hit stillwater cove more than fort ross propper, I'm tired of that dang hill. There's still a hill to climb, but it's much shorter. Stillwater cove also dumps you right into the ocean in deep water, whereas you have to paddle a ways to get to deeper reefs at the fort.
Aaaah, the agony thinking of all those spots where nothing legal will be biting for half a year. I'll go tinker with my aquariums now...

The ones I like (or want to try) include:
Moat Creek
Pt. Arena
Elk
Navarro River
Albion
Van Damme
Big River
Russian Gulch
Caspar
Noyo

Mackerricker SB
There are some rocks near the parking lot that break the surf so you can launch. Tons of fish off the point.

Almost forgot about Linda Mar too.
