What is your favorite launch spot in San Pablo Bay? I went to McNears Park and it looked pretty good, other than the east wind chop.

Can you give more details? How high must the tide be to avoid the mud? Is there good parking or a fee? Long or short walk?
If you drive about 5-7 minutes past mcnears the ranger station entrance is on the left and bullhead flat is on the right.  Little bit rocky but wheelie able or even lift and walkable distance to water.  5$ fee but I unload and park above or along the road to avoid fee.  If the tide drops below 2ft at anytime, I would not be able to land there.  Usually king tide stuff.  From this launch you have access to rat rock, gallinas creek and even west san pablo bay, much to explore.

Sounds similar to McNears. Same $5 fee in the winter. Rocky shore. I haven't seen McNears at low tide.
