They are little plastic harnesses that hold frozen bait like anchovies and rotate them using a little flange thingy.

Used in trolling for salmon.

I have used both now and I prefer the Franco Bullet Rotator. You just need to be very careful with the neede pin. It's one-directional and easily dropped while wearing gloves.

carry some toothpicks for spares. the old ones came with those rather than the escutcheon pin.
