I just downloaded the 2018 regulations from the DFG website.  Abalone is closed in 2018, but they show it opening in 2019, limit 3 per day, yearly limit of 3 as well. Hope that holds, something better than nothing:

"Effective April 1, 2019: Open Season and
Hours:
(1) Open Season: Abalone may be taken only
during the months of May, June, August,
September and October.
(2) Open Hours: Abalone may be taken only
from 8:00 AM to one-half hour after sunset.
(c) Effective April 1, 2019: Bag Limit and Yearly Trip
Limit: Three red abalone, Haliotis rufescens,
may be taken per day."

That's not exactly what it says, but its definitely not what it means.  It basically just has the 2017 rules as a place holder which would become effective if there was no further action taken on abalone fishery before April 2019.

I'd bet a bazillion dollars and my left nut that there will be further action before April 2019.  It's safe to ignore what the booklet says.

We can hope....At least it is under consideration for next year.  I'd already pretty much given up the idea that I would be able to dive for abalone anytime in the near future.

There's a whole lotta stuff going on within CDFW on the abalone front. They are trying to come up with a new Red Ab Fisheries Management Plan in time for a 2019 season decision in December this year. While I doubt it, there is a possibility of a de-minimis season for 2019 that would most likely be a 3 abs/yr limit, with a restricted number of cards being sold, discussions are around 15000.  So I'm thinking the language you cite is a possibility and a place holder.

However if there is no new FMP there will be no 2019 season, on the other hand conditions and populations may have deteriorated to the point that even with a new more liberal FMP there will still be no season.

I believe it will be a topic of discussion at the next F&GC meeting on April 18-19, unfortunately in Ventura.
