I'm looking for tips for targeting salmon inside a harbor?  Will trolling FBR/RSKs work?  I'm assuming the ocean salmon regs also apply inside the harbor - barbless hooks for trolling and BCH for mooching?

Those are the pen raised fish returning to spawn where they were released.  I'd trooch the area.  Fan cast spoons or spinners if I got bored.

Watched a guy on a bicycle running around the harbor with a FlyingC trying to hook one of them.  Heard about boaters trying to gaff them while motoring around the harbor too.  I've not seen one yet, but I know they must be around!

I did 6 laps around the harbor last week for nothing. Trolled a sling blade with various small spoons/hoochies on a down rigger.
A couple of days later while launching at A dock, there was a BIG splash right there. Can only imagine it was a salmon.
The only place the Harbor patrol is allowing shore fishing appears to be at the culverts at the very far end of the harbor.
It's a zoo though, only about 20 feet wide, and a lot of anglers. Sorry, no pics.

This is correct. Dudes are usually lined up shoulder2shoulder. Or nuts2butts depending on which direction they're casting.
