With large ships killing 3 to 10 whales per year in California I totally understand banning sport crab traps and commercial crabbing. I know they follow the Science in all of the regulations.

I duck hunted a lot in the 80s-90s I hunted with my brother in a kayak. We wore waders and belted the top in addition to a life vest. My brother grabbed a branch and it slipped from his hand tossing me into water about 10 ft deep the vest just had enough boyancy to keep my eyes out of the water and it was an ordeal to get back into the canoe. If the waders dont kill you the hypothermia will.

Also boil in sea water gives them a better taste. I boil water add crabs reboil and then another 10 minutes and they are done!

17' ski barge from the slough to the launch ramp at the park in clear lake was so bad with 2 people in it i had to go lay in the front to keep it from being blown over backwards in the waves and wind The worst conditions I have seen anywhere in SF bay or any lake in California. It is the shallow water in the narrows anfd the extremly windy conditions that cause this.

I think if the overall plan is supposed to be save the whales. If this is a fact then there should be observors on each large ship (container ships) to record the number of whale to prop interactions. Or perhaps a survey of large prop rebalancers to see how often props are bought or rebalances to estimate the number of killed or maimed whales from these ships. It says everything that the authorities do not seem to give crap about these whale interactions. Crabbers are a convienient scapegoat. Will braid fishing line be next or downrigger cables?
