Born and raised there.
With the MPAs there just aren't many spots left with real fish potential.
The Santa Barbara harbor and adjacent beaches hold halibut, and kelp will usually yield some small calicos but is is all quite picked over now that the town has boomed.
Surf launches at Haskells can be tricky depending on the swell, and you have to have wheels to get through the Bacara resort paths.
I've had some luck surf casting on the beaches north of town, heading up to Gaviota way.

been years since I fished the area and have not kept up with the MPA's.  We really wouldn't do much around Gaviota and head north to Jalama Beach or south to Carpinteria.  You may be able to scratch up a Hali or too but may be easier to just bring a surf rod for some perching?

If you are adventurous it is lobster season, though we would normally be south of there out of Ventura/Oxnard.

Wish I was going with you.  Fishing is 'unusually' good around Santa Barbara these days.

On the yak, head north and try the kelp paddies and outside the kelp along Hollister ranch.  Sand Bass and CALICO's are hitting in that area right now.  Halibut are also biting in that general area. there's always the chance of a ghost around there, so don't be afraid to flyline some bait with your clicker on while you fish for more available species.

Out front and slightly south is more kelp and a reef that could (should) hold rockfish and definitly shouldhave lingcod right now.

Perch fishing can be good right out in front of the campgraund, south of the pier.
