Does anyone know of a good strong epoxy. I can use to attach P.V.C. pipe to the side of a Scupper Pro?

Nope.  It's almost impossible to glue to kayak material, and in the best cases it won't be strong.  Your best bet is to use rivets or some other mechanical attachment.  Perhaps a couple paddle clips could hold your pvc?

What I want to do, is add something to the back of my Scupper Pro. to help make it a little more stable in the water. Something right behind my set. I had a little tippie problem / rock and roll issue in the water, last time I was out. Yes, I got yet. So, I wanted to add something like an outrigger to the side('s) of my Scupper.

If, I screwed something to the side of my scupper and it didn't work I would have to plug up holes. :smt013 :smt010

How about attaching the pvc by ties to your crate?
Then it would be able to come off anytime and no holes.

Okay, I've got just the thing.  Use the existing deck loops, or add a few, and lash it on like I do my ghettobar(tm).  I've attached a pic for illustration.  I'd suggest you don't use a 2x4 for the outrigger, better to use PVC that can break off if you get clobbered in the surf.  Maybe 3/4 or 1".  With the bungies tight, you can pick up my kayak by the ghettobar.   :smt118  Note that there's a screw sticking up 1/2" on each end between the lashings to keep it from slipping.
