Caspar is good. Also, you can just launch right out of Noyo Harbor. From HWY 20 turn right (North) on HWY 1 (Main Street in Fort Dragg) and cross the new Noyo bridge. Then turn right onto North Harbor Drive and follow it down into the basin under the bridge. You can just launch right out of the beach. You can also launch right out of Mackerricher State Park, which is in Cleone. Drive North through Fort Dragg until you reach Cleone. Turn left at Mill Creek Drive. There is a restaurant called The Purple Rose (good Mexican food) on the left side. Follow the road to the beach.

You can also drive South to Van Damme State Park (Free) or just North of Mendocino is Russian Gulch State Park ($8 day use).

Good Luck and tight lines!

CHEERS!
