I would like to kayak the picturesque part of Lake Tahoe the area you often see with kayaks around large nearshore bolders. Is that the Sand Harbor area?

Yes. Sand Harbor is a nice place to paddle. A few years ago I circumnavigated the lake  (3 days). There are a lot of gorgeous places to paddle but if you’re looking for those big boulders that is Sand Harbor

I think the whole lake is picturesque. If you really want to do it right wait till there is snow on the ground!

Yep, I'd say start at Sand Harbor and head South. Less access to the coast as you head that way so you'll have less people. If it's warm out and you reach Secret Cove, you'll see plenty of wrinkled old balls.  It's a nude beach.  My buddy and I were kayaking by there and a boat was on anchor - I was looking the other way, but my buddy said 'hey whats that?!'.  I look up and a naked old dude is bent over at the waist on the boat - ass facing us.  Gross.  Haha   :smt044

Quick tip... if you wanna do Sand Harbor, be there 10 mins before the parking lot opens or you'll probably SOL on a parking space.  It fills up incredibly fast.  Sand Harbor is an amazing place and you won't regret it!  Bring a lunch and paddle away from the beach in either direction, you can't go wrong. 

My wife and I paddled from Baldwin beach on the southside to Vikingholm in Emerald Bay.  That was a decent paddle but windy as hell.

The Wall at DL Bliss is also a cool spot, but Sand Harbor is the best that I know of.  Schills is right - it fills up almost immediately after opening much of the time.

If you go to Sand Harbor now you won't have any problem.  I was there on Sunday 9/9, first NFL Sunday.  Got there at 10 to a wide open parking lot and I'm not sure it ever filled.  July/August, different story...My iPhone says highs in mid 70's this weekend.  Do it!
