Took me like 2 minutes to search for this on the net.  Kinda far from Santa Cruz though.

Al's directions are for Stillwater Cove in Sonoma County.

I think Joe is looking for directions to the Stillwater near Pebble Beach golf course (because RF is closed until June).  The Stillwater South directions are somewhere on this site but its location eludes me at the moment.

Joe,

I can't give directions to Stillwater south, but here is all you need to know about rockfish regs and if they are updated mid-season.

You can find other marine regs by exploring the marine area of the DFG site, also.

Joe,
Here is what I found:

Stillwater cove is recognized for its relatively undisturbed marine environment.

Directions: Located in the heart of Pebble Beach, the drive here is worth the effort, even if you are not going to dive! Drive South of Carmel on Highway 1 to Ocean Ave. Take Ocean Ave West and turn right on San Antonio Ave. Wind your way North until you find yourself on Carmel Way. You will soon intersect with the famous 17 Mile Drive. A gate guard will welcome you and relieve you of some money for the privilege of hobnobbing with the Rich and Famous. Travel North West for about 1 mile, and turn left on Palmero Way. Travel approximately 1/2 mile and then make a left on to Cypress Drive for about 1/8 of a mile which ends at Stillwater Cove.

Its $9 to access 17 mile drive, which is one of the reasons I don't frequent this spot very often.

You can pull up early, unload by the pier, but they prefer divers/kayakers to park by the hedge row, which is about 300-400 yards back and on your left as you drive away from the pier.  Doing so will help to keep up good relations.  And I believe we need to keep a good image.  In the recent past, hot showers have turned to ICE COLD showers.

Running water (hose), which was available to rinse off gear has now been CAPPED.

I'd hate to lose any other privledges, so please represent us well :)

As for fishing, make sure you can distinguish the different species of RF that have size or sub limits. (ling cod, cabezon, greenling, bocaccio, etc).  Also, make sure you can id a canary.  Those are fairly common, but are illegal to take.

Have fun, stay safe.

As mentioned, you'll be parking at the Pebble Beach Boat and Beach Club.  You can call them at (831) 625-8507, and ask for a mailing address to chug into your GPS.

It's true that they capped the outlet which we previously used for rinse water.  There was a lot of non-member traffic there this weekend, and one local suggested that use of that launch has really spike within the last four years.

Ive had no problem with management or members of the Club.  Last Sun, there was an elder gentleman staffer going to each boater and advising of the beach access parking.

Re: non-member use
Yep, the club members seem to be more and more irritated at the yakkers.  We are nice to all, and had some good chit chat with a few clubbers, but one lady and her hubby (no unpleasant descriptors from me, but feel free to insert your own) was cursing up a storm in their little 'yota when they thought there were no spots near the launch (there were 2 open, but they didn't drive far enough to see them...)  I am going to take my carts next time and unload at the hedge, which is only 100 yards +/- from the launch just to keep some peace...

I also found out that there is a place on the beach for sale at only 28 million right now  ;)

Too late to help, but there is a gate at the top of the hill coming out of Mntry toward Carmel at the Hwy 68 offramp.
I see way too many people park all day in the launch area.  Most should know better.  A good number of anglers/divers aren't members of this forum, and there are often non-anglers non-residents who just park there and take a walk/picnic/kayak tour.
Even with a flimsy cart it is easier to just unload and roll down around the club house and back.  Around the middle of the day it just is unpleasant to drive down, try to find a place to park, load up, and manage to back out without hitting someone, possibly a resident or an expensive car. All the while you're dressing/tieing down others are turning around in the confined space.  Or some exteme enviro is haranging you as you clean up.  Unkink your legs a little and take the little walk up and back to the designated public access parking.  If it takes 5 extra minutes I'd be surprised.  If you think you can do so without starting an argument, mention the public access parking to other anglers there.

Good advice.  Backing up in my truck can be hairy in that confined space.
