Fire suppression systems are meant to knock down a fire in its first (incipient) stages.  Once a fire gets rolling the heat of the fire overcomes the power of the sprinkler system.  The water evaporates before it ever reaches the seat of the fire.  At that point its more of a containment system than a suppression system.  Its a total bummer that this happened, especially in this economic climate.  I dont know about Roseville fire departments situation but there are a lot other departments around northern california that are severly understaffed.  If this had happened in, say, San Jose, I bet the mall would have been a total loss.
