My wife suggests posting on your city's web site or your local neighborhood watch's web site. A lost and found ad in your local newspaper is ususlly free.

post flyers up in the neighborhood with pictures, wherever you can, with Day, Time, Details, etc. Offer a reward for the return of your kayaks.
