YOu want to learn to sail. Check out what types of boats have racing fleets near you. Hobie Cats are good they are ocean capable or you could start on something smaller.

Buy the boat and go sail it two or three times and you will be able enough to start racing. Just don't expect to win follow the fleet and watch. After a couple or races you can start going for it.

The beauty of racing is it's not only fun, but all of your maneuvers are done in emergency like haste, so you learn to think fast and sail in tight situations. I learned by racing Hobies  which  I recommend for two reasons:
The hobie fleet has races by ability so there are the beginners, intemediates and hotshots.
Secondly, you will be racing identical boats.

Here's the scoop, there is a mindset  to getting accepted into the fleet or club, it's real simple, show up to three races, by the third race you will be surprised how friendly everyone is. The first two events they are still waiting to see if you are going to be around long enough to be worth helping and knowing.

          I was invited to a open house for some sailing and Salmon at Cal Berkley Marine. I would have signed up if I had the money.

Sailing cooperative for small-boat sailors and windsurfers. Not a traditional yacht club, but a non-profit sailing cooperative that owns a fleet of 23 sailboats from 14 to 26 feet. Lessons, cruises, and use of the fleet are all free to members for only a $200 per year membership fee -- the best deal on the bay for small-boat sailors. Join for the year for the price of renting a boat for a day!
